Veteran Election Official Kamugisha Confirmed as EC Secretary

Uganda’s Electoral Commission has formally appointed Richard Baabo Kamugisha as its new Secretary, confirming a role he has been serving in an acting capacity since late 2024.

In a notice issued on March 10, 2026, the Commission said Kamugisha’s appointment took effect on March 4 2026, marking a new chapter for one of the country’s most experienced election administrators.

Kamugisha stepped in as acting Secretary after the former office holder left the institution in 2024. His confirmation now places him at the helm of the Commission’s day-to-day administration and technical management.

As Secretary, Kamugisha will serve as the Accounting Officer of the Electoral Commission and head its technical management wing, positions that place him at the center of planning, coordinating and implementing electoral processes across the country.

A seasoned election management professional, Kamugisha has worked with the Commission since 1999. Over the years, he has risen through several key positions including District Registrar and District Returning Officer, Head of the Field Operations Department, and Director of Operations.

His long service within the institution is expected to bring continuity and deep institutional knowledge to the Commission as it prepares for future electoral processes.
